Virginia provides a statewide building-code foundation, but zoning, grading, stormwater, access, environmental review, utilities, and subdivision approvals remain highly local.

Setbacks are measured from legal lines—not visual landmarks. Do not use the curb, asphalt edge, sidewalk, ditch, fence, or utility pole. A current survey must show the relevant property line, right-of-way, easement, and recorded building line.

Acreage does not equal buildable area

The usable envelope is what remains after setbacks, access, utilities, septic, environmental restrictions, terrain, drainage, easements, and future improvements are accounted for.

A smaller level utility-served lot can be easier to develop than rural acreage with poor soils and difficult access.

What Shapes the Building Envelope

Plan the whole property—not only the footprint

The house, garage, driveway, utilities, stormwater, outdoor living, and future additions compete for the same usable land.

Zoning & setbacks

District rules, recorded building lines, proffers, road rights-of-way, lot configuration and HOA requirements define the legal envelope.

Streams, RPAs & floodplain

A narrow stream can create a 100-foot protected buffer. Online mapping is a screening tool, not necessarily the final field boundary.

Grading & soils

Slopes, rock, marine clay, shrink-swell soil, fill and groundwater can change foundations, walls, access and cost.

Water, sewer & septic

A nearby utility does not prove service. Rural lots also need verified well locations, bedroom capacity, and primary and reserve fields.

Access & driveways

Legal access must also work physically for sight distance, grade, culverts, fire access and construction deliveries.

Trees & site restrictions

Root zones, easements, conservation areas, historic controls and private covenants must be coordinated with the full site plan.

Grading and stormwater shape the home

The disturbed area includes clearing, excavation, drives, utility trenches, stockpiles, staging, stormwater facilities, and final stabilization—not just the house footprint.

House elevation, garage height, basement, retaining walls, roof drainage, patios, pools, and utility routes should be coordinated from the beginning.

Utilities require proof, not proximity

Confirm provider, main location and depth, capacity, connection cost, lateral route, gravity feasibility, easements, and timing. For private systems, confirm well location, septic bedroom capacity, and protected primary and reserve fields.

Do I need to own the land before feasibility work?+

No. The best time to evaluate a property is often before closing, while the purchase remains subject to due-diligence contingencies.

How do I find the exact setback for my lot?+

Start with the jurisdiction and zoning district, then review the recorded plat, building lines, proffers, road right-of-way, lot rules, overlays and private restrictions. Confirm the final location on a current survey.

Can I use a standard floor plan?+

Yes, but it should be tested against the site first. Width, depth, garage placement, foundation, orientation and finished-floor elevation may need to change.

Does every new home need a grading plan?+

Most projects require meaningful site and grading documents, but permit types and disturbance thresholds differ by locality.

Does an old perc test mean the lot is ready?+

Not necessarily. Review the actual approval, bedroom capacity, primary field, reserve area, permit status and current site conditions.

Can I build near a creek?+

Possibly, but perennial streams, wetlands, RPAs and floodplain can create separate restrictions. Field verification may be required before design.

Can I rebuild where an existing house stands?+

Possibly, but not automatically. The former structure may have nonconforming setbacks, older rights or prior approvals that do not transfer to a larger replacement.

How long does the process take?+

There is no reliable region-wide timeline. Jurisdiction, surveys, utilities, environmental studies, engineering and outside-agency approvals all affect the schedule.
